Accessibility on the web: Background, standards and legal requirements
What is WCAG and why is it important?
The Web Content Accessibility Guidelines (WCAG) are the internationally recognized standard for digital accessibility. They were developed by the World Wide Web Consortium (W3C) and define how web content can be made accessible for people with various impairments.
The WCAG are based on four basic principles:
- Perceptibility: Information must be perceptible to all users
- Usability: The user interface must be usable for everyone
- Comprehensibility: Content and operation must be understandable
- Robustness: content must be usable with different technologies
WCAG 2.1 vs. WCAG 2.2 – What is the difference?
WCAG 2.1 (published in 2018) is currently the basis for most legal requirements:
- Adds 17 new success criteria to WCAG 2.0
- Focus on mobile accessibility, people with visual impairments and cognitive limitations
- Is the basis for BITV 2.0 and EU Directive 2016/2102
WCAG 2.2 (published in 2023) brings further improvements:
- Contains 9 additional success criteria compared to WCAG 2.1
- Increased focus on users with cognitive impairments
- Improved requirements for mobile devices and touchscreens
- Not yet legally binding, but future-proof implementation
To whom do the legal requirements apply?
Public bodies:
- Federal authorities, state authorities, municipalities
- Public corporations
- Must comply with BITV 2.0 (based on WCAG 2.1 AA)
- Obligation to declare accessibility
Private companies as of June 28, 2025:
- All companies that offer products and services to consumers
- Exception: micro-enterprises (less than 10 employees AND less than € 2 million annual turnover)
- Affects both new and existing websites and apps
- Obligation to provide evidence through a declaration of accessibility
Particularly relevant for:
- E-commerce and online stores
- Service companies with online bookings
- Banks and financial service providers
- Travel and transportation providers
- Media and information provider
Non-compliance can lead to warnings, fines and damage to your image. With TRYSEO, you play it safe and meet all legal requirements – today and in the future.
FAQ – Have an accessible website created
What does accessible on the web actually mean?
Accessible means: Your website can be used by all people – regardless of whether they have visual impairments, motor impairments or cognitive barriers. For example, through clear structures, easy-to-read texts and screen reader compatibility.
When is accessibility mandatory?
From June 28, 2025 many companies in Germany will have to make their websites accessible – especially if they provide an online store or digital services. Small companies without a store are exempt for the time being.
What happens if my site is not accessible?
You could face warnings, fines or complaints from users. But even without pressure: an accessible website ensures better user-friendliness and strengthens your image.
Is accessibility a lot of effort?
Not necessarily. Targeted adjustments are often enough – for example to color contrasts, alt texts or form fields. A complete relaunch can make sense for older pages.
